The Gods requested Vishnu to play some trick. He then decided to take the form of Vishnu and break the chastity of Vrinda. Also to restore her chastity, he told Vrinda that he would marry her in her next birth when she would be born as Tulsi.

According to some legends, Vrinda drowned herself in an ocean and Vishnu saved her soul by placing it into Tulsi plant.
